ELDERLY AND PERSONS WITH DISABILITIES PROGRAM


The Federal Transit Administration has established a capital grant program, the Elderly and Persons with Disabilities Program (section 5310. This program (49 U.S.C. 5310) is a formula grant program that provides funding to States for the purpose of assisting private nonprofit groups in meeting the transportation needs of the elderly and persons with disabilities when the transportation service provided is unavailable, insufficient, or inappropriate to meeting their needs. Funds are apportioned based on each State's share of population of these groups of people. The Section 5310 Program is administered by the Department of Human Services. Vehicles purchased under the Section 5310 Program are primarily used to meet the transportation needs of the elderly and/or disabled, however, they can be used for other assistance programs such as “meals on wheels” or for transporting of the general public, based on space availability. Any city, whatever its size, can be the site for this program, and any private nonprofit organization can be the sponsoring agency.

In Oklahoma, 142 agencies are currently participating in the Section 5310 Program, with over 294 vehicles in service. Approximately 218 of these vehicles are accessible to persons with disabilities through the use of a ramp or a hydraulic lift.
