Figure 1A-2 illustrates the process for requesting changes to this Manual in regard to new traffic control devices. Additional details are provided in Section 1A.10.

Step 1. The experiment with the traffic control device is successful.

Step 2. The jurisdiction recommends that the FHWA revise the MUTCD.

Step 3. If the revision is accepted for Federal rulemaking, the FHWA prepares a Notice of Proposed Amendment. If the revision is rejected, the jurisdiction restores the experiment site to its original condition.

Step 4. The FHWA publishes the Notice of Proposed Amendment in the Federal Register.

Step 5. A period of time is allotted for docket comment.

Step 6. The FHWA reviews comments.

Step 7. The FHWA prepares a Final Rule.

Step 8. The FHWA publishes the Final Rule.

Step 9. The States adopt the changes within 2 years, unless otherwise noted in the Final Rule.
