On-the-Job (OJT) Program

The Oklahoma Department of Transportation has established an On-the-Job Training (OJT) Program in accordance with regulations of the U.S. Department of Transportation at 23 CFR Part 230, Subpart A, Equal Employment Opportunity on Federal and Federal aid Construction Contracts. It is the policy of the Department to require full utilization of all available training and skill improvement opportunities to assure the increased participation of minority groups, disadvantaged persons, and women in all phases of the highway construction industry. The federal OJT program targets disadvantaged individuals, minority groups, and women for entry into journey level positions to ensure that a competent workforce is available to meet highway construction hiring needs, and to address the historical under-representation of members of these groups in highway construction skilled crafts.

The program goal is to

• Provide flexibility for contractors in selecting the projects they can place trainees on by removing project specific based goals;
• Assist contractors in emphasizing on the recruitment of trainees who are likely to become members of a contractor's regular workforce upon completion of the program;
• Emphasize on training in skilled craft classifications; and
• Assisting contractors in meeting their Equal Employment Opportunity (EEO) goals through the training of women, minorities, and disadvantaged individuals.
